National Pooling The Neustar Pooling Administrator (PA) is an independent, neutral third-party responsible for the fair and efficient overall Administrator of thousands-blocks numbering resources throughout the United States and Puerto Rico. Number Pooling allows for the disbursement of numbering resources to service providers in blocks of one thousand telephone numbers. NPAC Local Number Portability Administrator (LNPA) - Neustar manages the registry that allows customers to keep their existing phone numbers when switching local service providers.
